If you are playing to the Rules of Golf (which WHS requires that you do for all handicapping scores) then the answer is no.

I don't think the manufacturers of such devices are too bothered about the subtleties of the rules of golf or handicapping.

There is nothing wrong with you using one to create a 'course planner' for use in later rounds it is only during rounds (any round really if you believe in playing by the rules) that it should not be used.
