If you hit your ball into the rough and your ball lands by a staked tree which would interfere with your stance I understand you can take a clubs length free drop. If this was within reach of the fairway can you drop on the fairway thus improving your lie?

That would depend on whether it was the nearest point of relief I would imagine.
 
Provided the Local Rule allows you to drop in such a fashion, there's nothing that prevents you from 'getting lucky' and dropping onto the fairway. Of course, the converse applies and 6 inches or so might mean that you are forced to drop into deep rough! That's what is meant by 'rub of the green'!

Is it not 1 club length from the NPR.
