Putting Address Question

As per the above image (Blue line)

How important is it that, at address, the angle formed by the arms and putter shaft is the same?

Is the blue line in the above image considered a correct position to be in at address when putting?

If so, by not being in this position, what issues with their putting may someone face.

I had a putting lesson and that's how he told me i should be at address, the club and forearms forming one continuous line.
