Preferred lies.

I do not know where in the country he is but using fairways mats is something I have never seen in the south.

Unfortunately rubber ones were imposed on us at my club (S E London) last winter. I suppose (grudgingly said through gritted teeth) that they did protect the fairways but I still managed to sometimes take a divot. Go figure

There is no rule about where they have to be placed on a mate and I know where I would put mine. I also presume there is no rule about how you orient them.

Rules question-

If you place a tee in the mat before you put it down is that a rules infringement.

No but you can't place your ball on the tee.

There is no restriction on orientation

I was custom fitted and now use one mat for a fade and one for a draw.

He would be from the county and would have been rating the course under the old EGU system. He wouldn't have needed to know anything about your local rule(s). Why would he have known? It makes no difference to the rating. Raters would assume that the club always play by the official rules.

Although our course opened in 1975 we didn’t get officially recognized until 1989, it was at this time when officials were at our club we were allowed 2 club lengths pick and place, as our fairways improved we took it down to one club length.

It might be worth checking that England Golf are still aware.
