Do you mean before WHS as this will be against current CONGU rules and under WHS there won’t be an option.

As I understand it the 95% will be automatically calculated as part of the software when you sign in on the app you are using.

That certainly seems to be the case in Scotland having listened to the NCG blog with the handicap chap from SG

As I understand it when the competition is set up the organiser will have tick box selection for Handicap Allowances.

So agreed when you sign in on a app it will be automatic if it has been setup by the organiser on the main computer.

I'm not sure it is clear yet whether the CONGU National Authorities will make 95% compulsory or delegate to the clubs. But it doesn't affect the Index anyway.

The National Association is responsible for establishing handicap allowances or it
can delegate this responsibility to a Regional Golf Association or golf club.
The following table sets out the recommended handicap allowances based on
medium-sized field net events. The allowances may be adjusted based on field size
and the desired equity (see Interpretation C/1 ):

The manual already says it should not be used for fields of less than 30 players.

The recommended handicap allowance for all individual stroke play formats of
play is set at 95% for medium-sized field net events, of at least 30 players. For a
field size of fewer than 30 players, the recommendation would be to increase the
handicap allowance to 100%.

Looks like we need to wait to see if there is an official notification on the matter.

Like other related matters that were said at workshops did not appear in the manual and what it says on one of the tool kit posters is incorrect if 95% is going to be mandatory.

If you have the Toolkit look at the HCP poster and brief

Golfers simply have to choose the tees they are playing off that day and cross
reference their Handicap Index on the Course & Slope Rating table to ascertain their
Course Handicap. It really is as simple as that - they’re then ready to get out on the
course and play!

Looks like they need to get that out before 4th September as that is when the HCP poster is due to go on display and videos go on social media.

One does question if it is going to be mandatory why they do not want the handicap allowance tables not to be advised to players. Which was too late for us anyway as it already went out in our own briefings.

Social golf is social and as a lot of social golf includes gimmes and the using the OB ruling in some cases not sure they will insist on it being taken into account.

As far as awaiting confirmation goes it would take a complete rewrite of annex C

Why? Appendix C gives some options. To the best of my knowledge, England Golf has not made a published statement re the option to delegate to clubs
