As I understand it the 95% will be automatically calculated as part of the software when you sign in on the app you are using.
That certainly seems to be the case in Scotland having listened to the NCG blog with the handicap chap from SG
I'm not sure it is clear yet whether the CONGU National Authorities will make 95% compulsory or delegate to the clubs. But it doesn't affect the Index anyway.It is optional under the WHS it has become a recommendation in the RoH manual as opposed to mandatory in the UHS manual

play is set at 95% for medium-sized field net events, of at least 30 players. For a
field size of fewer than 30 players, the recommendation would be to increase the
handicap allowance to 100%.

Why? Appendix C gives some options. To the best of my knowledge, England Golf has not made a published statement re the option to delegate to clubsAs far as awaiting confirmation goes it would take a complete rewrite of annex C
