I say practice and play in equal measures for ALL!
If you can make progress down a hole with no problem then its practice the short game.
If any 28 handicapper asked me for advice it would be to get the ball on or around the green and have a chip or putt for par. Then with putting and chipping practice you will get your fair share of pars and bogeys.
Its the common thing, 28 handicappers get them selves in odd predicaments because they try to hard for distace, then try to take on a shot Bubba wouldnt even try and make it even worse!
Nothing wrong on a par four to start with a punt down the middle ~200 yards with an easy driver, a 7 iron short of greenside trouble and a pitch on... even on short par 4s.
With a well practiced short game (as getting to that level with the long game needs little practice) a round under 100 is easy peasy!
