Yup. Our local Sainsburys has an upper deck with wide bays, that's where mine goes to avoid getting dinked. Further to walk & no weather protection but having had the wife's one done by some cretin who cleared off it's worth it for the peace of mind.

Back to the OP, took the Father-in-Law to hospital years ago, he was a genuine blue badge holder, arrogant cigar smoking idiot in a convertible Merc in the disabled bay. Parked across the front of him, unloaded FiL and started to walk in. "Where the **** do you think you're going" "In there with him, be back in a few hours" "Move it or I'll ram it out of the way" "You're going to damage your Merc on my Skoda (the old rear engined one)? Good luck. Or do you want to get out and let someone who needs it use it? Don't take too long to make up your mind"

But they are not Public Places, are they? Should I have a disabled bay on my drive?

They are actually classed as public places even though they're private land. It's basically where the public has an implied right of access whether they have to pay for that access or not.
