6. Optional Handicapping for pre-nominated social rounds

Social scores may be used for handicapping if the player’s home club has chosen to allow the use of social scores, and if the player has nominated prior to starting a round that it is to count for handicap purposes. Otherwise, social scores will not be permitted for handicap purposes.

So if your Home Club does not permit Social Scores, then bad luck.

I don't think that is classed as their WHS Manual, but almost like a User Guide? Like our Reference Document in the UK, that tells us how to use WHS in our region, like telling us we cannot use Most Likely Score or the 95% allowance in singles stroke play is mandatory, regardless of field size.
 
That's normal in most sports though, isn't it? The international federation sets out the rules/laws of the game but national administrations assert their own interpretations and procedural requirements.
Half the grumbles on here seem to be about that local interpretation and policy rather than the system itself. Some of it is club to club irregularities; not even flaws in the way the national union implements the system.
 
Does anyone know how many or what % of Australian Clubs 'have chosen to allow the use of Social Scores for Handicapping' ? Is it a rare or a common thing?

Given putting GP cards in is a cornerstone of the system.
Having a drop out clause for administration overload seems very strange .

Conforming Social Scores?

'They can be used for handicapping, they need to be counter signed by a player with an active Golf Link Number but your Home Club sets its own rules as to whether they will accept them.

Only your Home Club can enter ad hoc conforming social scores.'

Maybe if UK and Ireland Golf accept this as well, then you can stop all Bandits etc.

Just a thought.
