OK, I'll bite

What makes you think you can't count the number of paces from the ball to the hole? (I'm assuming that's what you mean by pace a putt).

I'd suggest that 'subject to interpretation' is the wrong phrase. There should be no need or attempt to interpret the Rules themselves.Rather, they should be read absolutely literally - noting any Definitions that may differ from 'normal' use. But there are certainly Rules where a subjective view of the conditions relating to the Rule is required.
