New rule on putting with flagstick in.

Under the new rules, when putting on green with flagstick in hole, is it allowable to adjust the flagstick angle to benefit the line of your put. I can recall when players were chipping off the green seeing this adjustment take place.
PROBABLY FOUND THE ANSWER TO THIS ON ANOTHER POST. It suggests its illegal but curious to know if such action brings penalty.

13.2a(1)
  • The player must not try to gain an advantage by deliberately moving the flagstick to a position other than centred in the hole.
  • If the player does so and the ball in motion then hits the flagstick, he or she gets the general penalty.
The same principle applied prior to 2019 to a ball being played from off the green. If you saw that adjustment previously, the player was in breach of the rule.

Just looked at the rule, can't find any reference to penelty.
