Model Local Rule E2/E3 - Difference

Sorry I am confused so please go gently!

First of all I arrive at The Course today, hoping to add a GP score and there was a sign "Preferred lies are in place 'Through the Green" ! Yes I know.

The idea is to protect the course and to prevent members adding a General Play Score from 1st November. I could not pre register.

I thought the was a slight difference between MLR E2 and E3 where one is in The General Area cut to fairway height or less and the other in The General area and after cleaning the ball had to be placed on the exact spot with no 6 inch

Have I got the difference right? Also has our Club 'jumped the gun' to protect the course?

If that is what you are asking.

The club has not jumped the gun it can be brought in October 1st.

There is no reason that you cannot submit a GP score with either LR in place as they are allowable Local Rules, your club appears to have got that wrong.

Clubs can now bring in E-3 at any time without reference to the County, they could always introduce E-2 at any time.

If clubs have lift, clean and place within 6" in the General area then scores are not acceptable for handicapping.

If they have either E-2 and/or E-3 in place then scores are acceptable, however E-2 should be for specifically designated areas when conditions are extreme.

I need to check the wording of LR E2 or E3 that my place has in place as a group in a big rollup I played with on Tuesday were playing LR E3 with relief provided if ball was on any mown part of the General Area…with, or so it felt, no ‘of fairway length or less’ caveat. A few times I was on mown grass in the GA but was unsure if ‘fairway length or less’ and was told that it didn’t matter as the LR in place was any mown part of the GA.

I have strong doubts as we don’t usually have the LR so implemented but wasn’t for arguing. It was a best two from four rollup comp and so inconsequential…but the club winter comps have now started…🙄🤔
