Mischievious wording question

Ok our real golf is over for the year , its now 13 hole winter league non qualifying golf ..

1st day today & posted up was "placing everywhere " i just commented placing in the bunkers will make it easy .

Oh you cant place in the bunker i was told , to which i pointed out the local rule of placing "everywhere" , along with adding rule interpretation is not allowed rules should be followed as stated ,

Now for the record , wording or no wording , i know i cant place in a hazzard

BUT what would happen if someone did place in a bunker ? local rule clearly states "EVERYWHERE"

Could someone be DQ for following the rule posted up ?

Just curious thats all

If I had read that rule I would have taken it verbatim. I know it's a non qualifier so I would have no hesitation in taking a literal meaning
 
As written why would you place it in the bunker - surely on the edge of the hole would make more sense?

Politely ask whoever wrote this to write a proper LR; such shortcuts are insulting to all the golfers who go out to play.
 
A local rule cannot supersede the rules of golf. Players are presumed to know the rules and should realize the LR is a mistake or "illegal."

My interpretation of the OP is that we are talking about a Competition Rule and not a Local Rule. As such "placing everywhere" could mean exactly that, including in hazards. Of course if that is not the intention then the author of the rules should have used "through the green" and not "everywhere".

What is a Competition Rule?
Do you mean Condition of Competition (CoC)?

Such a 'rule' is not a CoC but a Local Rule (LR) and such wording is not permitted. The competition would not be a CONGU Qualifying Competition.

However, there is nothing to stop a club making up its own rules. No one can chop the committee's heads off.

Last year when we went onto our winter course and for the first time the club dropped the option to drop off the fairway onto the first cut and put a winter rule of "mats must be used in all area's except hazards"

so you had a lot of people using the mat in the deep rough, me included.

a few people complained the some where using mats in the rough, one guy i know even managed to use his driver off the mat in the rough on a par 5:rofl:

who was right??

in the end they had to stick a note by the first tee saying you could play the ball from the rough, but not fist cut.
 
The suggested CONGU wording is :-

’A ball that comes to rest on a closely mown area through the green must be lifted, placed on

and played from an Astroturf, or similar type of mat. The mat must be placed as near as
possible to where the ball originally lay. The ball may be cleaned when lifted under this Local
Rule.
If a ball when placed rolls from the mat it may be replaced without penalty. If it still fails to
remain on the mat, the mat must be moved to the nearest spot not nearer the hole where the
ball, when placed on it, will remain at rest. There is no penalty should the ball move or be
moved after being placed on the mat and before making a stroke, including when addressing
the ball or taking a practice swing.
Should a peg tee be used to secure the mat the ball must not be placed on the tee.’

not sure if this was in ref to my point or not, but if it was. we don't run any qualifying comps from End of Oct to beginning of April anyway, so surly you could do what they liked over this period?

Leven golf club in Fife (i'm sure there are a couple of members on here who could confirm) last time i played it in winter had mats in play from everywhere, Rough, Gorse.

I think rulefan's point was that there is a recommended LR regarding the use of mats, and that the use of this (subject to any modification your club wishes to use regarding the first cut) should avoid the obvious issues (including those in the original post).

Even though you aren't playing Q events I presume you still play to the rules of golf?

i meant the club could do what they liked with the set up to protect the course?
