We have a Local Rule where when a ball comes to rest on a Temporary Winter Green in none competition the ball MUST be lifted and dropped at the nearest point of relief. Do you think that someone can putt on the surface.I don't and if they did what should be the penalty.

Realise it is only a knockabout game we are talking about.

If the rule is must drop, then you must drop. It is not an option. Claim the hole from the cheating git.
