Normally you can't get relief from interference from an immovable obstruction simply on the basis that it interferes with your line of play.
However, as I understand, it because there are so many obstructions like stands, advertising hordings, scoreboards, TV towers etc at tour events they have a local rule allowing such relief.
I assume you are referring to TIOs, which are normally only applicable to professional tournaments and require specific designation as Temporary Imovable Obstructions.
The interference and relief options are complicated, and bluntly shouldn't be applicable to anyone who doesn't have a Rules Official to call and help! This is partly because you can end up with both IO and TIO interference from the same O, and have to elect which rules you are taking relief under which, if that then results in interference after the drop from the other rule will not permit further relief.....best avoided as committees, and if you want to read up on it read all the relevant sections in the Rules book - TIOs are in Appendix 1B 7
