Should there, could there be some requirement to test someones knowledge of the laws of the game that affected the award of reducing your handicap? i know the administration would be impossible but it would make amatures take responsibility??
 
Not sure about it affecting handicap.

I do agree that there should be a better general appreciation of the rules than there currently is.

Our club have produced this year for the members a sheet informing them of hazards on each hole on the course and the appropriate course of action for OOB/Yellow/Red etc which I thought was a pretty good idea.
 
On the Continent, in certain Countries, you have to pass a (pretty simple) test of your knowledge before you're allowed out.
I've said for years that we should do something like that here - it'll never happen because there'll be an argument over who's paying for it.
 
Must admit i quite like learning the rules and find some of the decisions quite entertaining to work out before reading the answer.
If there was a course/learn the rules evening say once a year at the club i wouldn't mind going along even though i have been playing for a while now. Would be quite nice to maybe walk the course with an expert and explain clearly how to take relief from here, what to do there etc etc. Could be quite nice to have a couple of beers after too.
 
Your h'cap is an indicator of your ability not your knowledge but once again I find myself agreeing with Imurg - there should be a basic test when you join a club. Even if you got to do it at home and look the answers up on the Internet, at least most people would learn something.
 
Surely a lot of recreational golfers aren't going to want to take a test to prove their knowledge. What do nomadic golfers do, take it once and cart the paperwork around from course to course. Its bad enough when places ask for handicap certs without adding a rules one too. We need to make the game more inviting to play not putting more barriers in the way. Where would recreational players take it. Some rules type exam board a bit like taking your driving test. I'm sorry Mr Ellwood you can't play at your muni as you described an illegal drop from a staked tree and so failed

I don't thimk it should be a question of being able to fail, if you get it wrong, you're told he right answer. For me it's not a question of what you know it's what you can learn. I've been witness to several incidents at RAGC of people who don't know or misunderstand the most basic of rules that any golfer should know. It doesn't have to be degree level stuf and like I said, using the Internet would be fine but there are some basics that there are no excuses for not knowing

Our club has a rules quiz night in the winter, a good laugh, instructional and helps the bar takings at that time of year.
