Is he a bandit ? you decide ?

It would certainly not make him popular at his club (or anywhere) but he is playing the current system to his advantage. Until the system changes at his club such as requiring more qualifiers he will carry on business as usual. If the system changes where he is I would expect him to move somewhere more accommodating to his plan.
 
Does your Club specify a minimum number of qualifiers that must be played in preceding year?
Ours require 5, and people who have signed up for KO have been disallowed before draw is made.
 
Is he keeping his handicap high though?

Why, Because he has only played one comp sofar this year? I play with a guy who plays every week but so far has only played one comp this year. He works shift patterns and also is a huge footie fan, unfortunately every medal so far this year his team have been paying away from home and hence he hasn't played in them. Every midweek he is either working or the weather has been so dreadful he didn't play. He is now away on holiday for just over 2 weeks and will again miss 2 comps. Is he also a cheat?

You'll only get a good idea of whether his h/cap is a genuine reflection of his game when you play. In my experience even when a high handicapper has a blinder you can usually tell from how they play that it is an unusual occurrence and not what they usually score (i.e. lots of long putts go in that you couldn't plan for, or the drives are all low and left but and somehow end up ok).

If he is rifling 4 irons down the flag or drawing it 30 yards round a dogleg to the centre of the fairway then you better have your white stetson, pearl handled colt 45s and sheriff's badge handy!

I think bandit is thrown around far too often, and particularly with little understanding of the person involved.

Where is any evidence at all that he focuses on Matchplay? Are high handicappers not allowed to win a handicap competition?

Sorry guys but there could easily be valid reasons for his performance so far this year (for some people the season doesn't start until mid-April and a lot of may was a washout). If there is evidence then great but so far I see no evidence, just a lot of assumption.

The 20 H/Capper i played in the 1st round of the HDID was creaming 3 irons off the tee and off the deck....he was hitting his driver 270 yards....he was making up and downs from off the green....he started par, birdie, par, par........to be 4 up after 4....was he a bandit?...........damn right he was!! :angry:
 
Even off a high handicap and getting shots he still has to bring a certain degree of competence with him each time so making it seem that he's targetting a matchplay win is perhaps a little wide of the mark. He amy have genuine reasons for missing qualifiers this season but as long as he's a valid handicap then I think you have to ake it on face value
 
Play him. Make the git putt out on every hole. Don't give him anything. And then hand his card in to the secretary.
That is the best piece of advice I've ever seen from Smiffy!
Only by playing him will you be able to decide if he's a bandit, but I agree to not giving him anything. Or give him a couple of 3 footers for half early doors, and then say nothing if similar putts are occurring on 7th - 9th or16th to 18th.
Focus on your game, not his. Play the course not the opponent.

NOOOO! Don't give him anything. Nothing at all.
Because if you give him even a tiddler, he can turn round and say to the secretary "I didn't hole out on a few holes so it can't count".
If you've made him hole everything he can't wangle out of it.
And if the match ends on the 15th or 16th suggest continuing the round and still make him hole out.

Normally, it is that you have had to have a certain number of qualifier white tee cards in in the previous season/year, not the current one. Ours is 6 off white tee and must be qualifier (full handicap on medal or strokeplay).
