Am I correct in saying that irrelevant of how many qualifying comps I play in this year if I don't renew my membership that's due April 1st then my handicap will be inactive with immediate effect?
 
Yes - you can only have an "Competitive HAndicap" if you are a member of a Congu Affliated club - so the minute you leave or your membership stops your HC is no longer Competitive

And as long as your club remove you from the Handicap List you are then on CDH as no affiliated club
 
There is no such status as 'active' or 'inactive' now. The classification is either 'Competition Handicap' or not.
However if you are no longer a member of an affiliated club you no longer have a CONGU handicap of any status.

But if you rejoin within 12 months your handicap may be reinstated as it was when you left.
Clause 26.1
A CONGU® Handicap is lost when a player ceases to be a Member of an Affiliated Club. When a player resigns from a club and joins another there is often a time interval between the two memberships. If the handicap of a player is to be restored within twelve months of the date on which his handicap was lost, or suspended, it must be reinstated at the same handicap the player last held. In restoring the handicap of a player whose ‘c’ status handicap has been lost in such circumstances that ‘c’ status shall remain valid for the remainder of the calendar year of resignation and for the full following calendar year. In all other cases the player shall be allotted a new handicap after he has complied with the requirements of Clause 16.

Bugger. That's what I thought. Got a big comp on the 3rd April but having a back operation on the 10th so not renewing my membership for a year. Oh well
 
Does you club have a 'period of grace' (ours is one week) so you would still have a handicap until the end of the grace period.
