Playing ina club comp, me and one of the others in our group ended up in the same bunker, with my ball approx 3" nearer the pin.

Clearly neither ball could be played without disturbing the other; what should be done?

What we did do is mark my ball with a tee so he could play his shot, which pretty much decimated the lie where my tee was :( (made worse by the fact that he hit a bad shot and had another swipe in frustration lol) he had forgotten that my ball needed to be replaced! Wasn't a problem as I realised he had forgotten and we had a bit of banter about it.

Could / should he then have raked the bunker before I entered to place my ball? We decided to leave it as was as we weren't sure, I had a terrible lie (no excuse really but perhaps reason :(

You were almost right.
You mark one ball with say, a tee, then move the tee so it wont be moved by the other players shot.
The other player then takes his shot then rakes the area he's just obliterated, you replace the tee then place the ball and re-create the same lie you had as best you can. :)
