I'm a rule breaker....

So....next time I play with someone....and while heading towards their ball in the trap they accidentally (or was it....:unsure::unsure:??) hit the sand with their shoes while walking......I then yell "penalty"!!! Uh huh....don't think that will go over very well. It's not enforceable. Now if somebody gets down on their hands and knees and carefully plays in and examines the sand....that one you could probably call on them.
 
As others have said, the once a day is only guidance. It says " should be limited to once per day". The use of "should" in the guidance means its not compulsory but is what is expected of us.

The actual legislation says "No person who lives in the Tier 4 area may leave or be outside of the place where they are living without reasonable excuse". Trouble is, there are 17 categories of exemption, - and they are not mutually exclusive. One of those exemptions is exercise and it doesnt impose any frequency or duration limits. Another exemption is "animal welfare" and that too doesn't have frequency or duration limits.

I could get up, go for a run, then take the dog out, then go to the bank, then to the dentists, take the dog for another walk, go to the fish & chip shop, go to a funeral, , take the other dog for a walk, and then do a prison visit - and all be within the law. A busy day, & whilst it might not be in the spirit of things, it would be legal.

Nb: hadn't realised till just now when I read the legislation, that England's national lockdown is simply that all of England is in Tier 4.
 
The thread title infers it, as you well know.
If there isn't a competition then there aren't really any rules, are there?
So the rules of golf "disappear" if you aren't playing a comp?.....but in social play you and your playing partners get to make up their own rules if they wish...or ignore the ones they don't want to follow. It is still breaking the rules of golf....isn't it? Yet somehow....it's ok then.

I can live with that as well.
