I was a governor for 7 years or so and I would have had more than a bit to say about this.
You will never get a 100% take up in a state school so the school either provides or they exclude children from classes - illegal I think.
The extra cost may be aimed at doing that, covering insurance costs, which will be high as I think the school would be liable on the premises, and funding the additional costs of the courses - whatever, it will cost more especially locking into a single supplier.
I'll admit to being archaic, I still think they should be able to spell correctly and use grammar.
