Short answer is you can’t have an official handicap without being a member of a club. This may change in the future as there are plans to allow ‘nomads’ to have an official handicap.
If you want to maintain your own handicap for your own interest, there are plenty of apps available to do so but will not be official

Also the club must be affiliated to the National Association.
You may find some clubs that are not and any handicap they give you will not be recognised by other clubs (my first club was like this).

I am not a member of any club, but I use the golfshake app and upload my scores every round, it then produces a handicap, probably not 100% accurate but just used as a guide for me really.
