How strictly do you enforce the rules?

Regulating both yourself and your fourball is one thing, but when you see someone "taking a drop" on another hole galls me when you know they are miles from where they are supposed to be but you cannot prove how wrong they really are. I get the feeling sometimes the winners of the competitions are scoring points that sometimes they dont deserve.

To quote those old rockers, Boston, it's "more than a feeling". ;) I've heard people openly admit that they've taken wrong drops etc en route to winning prizes. Usually they claim ignorance as an excuse but I've yet to see anyone hand back a prize.
 
It definitely starts at the top. The final part of 'Play the ball as it lies; play the course as you find it and if you can do neither, do what's fair.' has been stretched beyond the limit.
The vast majority of entirely honourable players (amateur and professional) are let down by incidents such as Tiger's 'immoveable' cable.
