I think it comes back to each clubs attitude. As I mentioned we have the same groups going out every Saturday morning who are deathly slow and set the pace pretty much for the first two or three hours play. Many complaints have been made to the players concerned and the club but apart from some initial action there seems an intransigence on both sides now. The players seem even more determined never to let anyone through and the club seems to have given up trying to police it.
My course doesn't help having a long and difficult par 3 to start but it does have a par 5 to follow so in theory it should beging to spread out as soon as the group ahead putts out and gets ready to drive off. It is pretty good as a rule even in medal play and its only peak times like Saturday morning and idiots that make it an issue
