Handicap or Stroke Allowance??

The Rules of golf state that a player/marker is responsible for entering the correct handicap on a scorecard.. Rule 6.2b...and signing for that handicap.. Is the stroke allowance ALSO the players handicap??..For instance if a player enters their handicap correctly but miscalculates the allowance..Is the player playing with a wrong handicap and therefore subject to disqualification..i'e Correct handicap 19 allowance 3/4 (14.25) strokes allowed 14, but enters 15 in error. So should they have been disqualified,,the handicap is correct but the allowance is wrong..
Rule 33.5 states that it is the Committees responsibility to calculate application of handicap and addition of gross scores and allowances from this handicap..
The way I read it,, the player should not have been disqualified..and their score adjusted...

He should NOT have been disqualified, It is the committees responsibility to apply the conditions of the competition and adjust stroke allowances.

"Q. It is the condition of a stroke-play competition (e.g. four-ball) that players will not receive their full handicap allowances. Under Rule 6-2b, what is the player responsible for recording on his score card?

A. He must record his full handicap. It is the Committee's responsibility to apply the condition of competition to adjust his handicap."
