Handicap adjustment clause 19

Can somebody tell me in lamen terms wtf this means?

I looked on our results board today and against my score from midweek was @. I have looked on the CONGU site but the explanation has confused me even more!

I think it means my h'cap wont increase but will decrease??

Am i right.

I thought clause 19 was an adjustment by the club to cut players who were continuing to play well and the club felt that an extra cut was required as the standard cut was not enough. maybe very wrong like! lol

JT, 3wks ago i won a midweek true stableford comp 44pts but never got cut. Since that win ive played slightly under or around my current hcap.

I spoke with one of the handicap commitee guys about not being cut and he said he would look at it. As of today nothing has changed.

Will i get cut in due course do you think?

a clause 19 handicap adjustment is when you get cut more than you would do based purely on your nett score.

For example. Let's say you shoot a net 72 on a course where the CSS is 72. You wouldn't get cut based on your net score, however, if you had a howler on a hole or two, say you card a 10 on a hole. The computer will knock this down to a nett double bogey (lets say that's a 7 for this example) for the purpose of handicapping.

Based on this, you would be cut as if you had a nett 69 instead of 72.

This is so if you have a bad hole, you can still play for a handicap cut, even though you won't be in contention in your comp.

Four Putt that does make sense. I carded a 9&8 on 2 holes last tuesdays medal but pretty much bogeyed everything else so if i was to knock them down to double bogey's id have had a nett 68.

It is a stableford adjustment, as four putt points out.

You need to reduce the scores, for handicap purposes only, to nett double bogey, not gross double bogey.

if you had 44 points there should have been a cut, unless it was a non qualifier, but at this time of year, i cant see why it would be non qualifying. They can cut you through general play, this normally happens at the end of year I think, I have friend who came runner up in our club knockouts and had steady year, mostly on h'cap and he got a shot cut off him.
I would have to question why you were not cut for the 44 points though, chase the h'cap secretary again mate. good luck.

JT, i have spoke with the handicap guy and he assured me that he will look at my card from that specific comp. Either way i should be cut for winning.

I'm disappointed i've not already been cut because my main aim for the year is 5 shots cut by end of the season and that would've set me on my way.

is scratch 36 points? if so, and you had 44, then you would be cut 0.4 per shot I believe, you could get a 3 shot cut, so you would be well on your way.

Depends on CSS and par. If CSS = par, then you get vut for every point above 36 points. If CSS < par, then the starting point for the cut moves up by the size of the difference. Most courses have a CSS which is below par, so 38 points is more typically the starting point for the cut. Even so, 44 is a great score!

I think there's some confusion over the term "clause 19" or "Rule 19" in general. This is the rule within CONGU handicapping that gives the committee the authority to alter anyones handicap up/down when there is substantial evidence that it does not reflect their ability. This is usually known as a "General Play" adjustment and is now Clause 23 in the latest CONGU book so "Rule 19" is just a historical reference.

The @ symbol on a print out as Ethan says is a stablefored adjusted score. This means that the score submitted is not the score being used for handicap adjustment as it has been lowered due to scores higher than a nett double bogey.

Clause 19 explains about reducing high scores down to a nett d/bogey for handicapping purposes.

I scored 35 points on Sunday with three 8's and two 7's (one on a par 3 ) for example. So altering those to nett double bogey would make me well under handicap?

Stableford already makes the adjustments, as a nett double scores the same number of points as a 10, i.e. 0.

Your 35pts wouldn't equate to scoring 1 over your handicap for a medal if you had anything worse than a nett double.

The @ doesn't mean you have been cut, just that the score being used for adjustment has been lowered as described above. Even when lowered it still may be above CSS etc.

Bob - thanks, I hadn't realised that clause 19 was all about this and thought it was the old General play rule in the post title.
