Yes. I use paint.net (downloaded from cnet i.i.r.c.) on my windows and Gimp on Linux. Never even realised Gimp was also for windows.

Gimp at Gimp Paint Program is a really good free one. It does most of what photoshop does but it is totally free.

Paint.net is another good one too.
