Fowler exemption into PGA - agree or disagree?

Apart from the actual WR it could be argued that Fowler fills your criteria...he's missed more cuts than he's had top 10s in the last 4 seasons, out of the top 100 and badly out of form.

already done its job his invite, created more interest and column inches than anyone elses wouldve (unless they wheeled Tiger out )

Might depend whether you view him as in a slump or past it with no likelihood of a return. I think the former so quite happy to see him get an invite

For a streak of several years I’d have picked him in front of everyone else from the men’s tours if I needed a 10’-20’ putt holed to keep a roof over my head. Came across as fearless standing over them. Good viewing

Seems it wasnt the worst invite, finished at -1, should get him into a few more tournaments

Great invite, some effort to finish under par. Had a better week than the other invite who somehow managed to get docked a shot for slow play
