I know the 4BBB handicap allowances in matchplay have changed so the 90% is now taken off the the difference in handicaps, but is it the same in foursomes, is it 50% of the difference in combined handicaps or is it the difference between 50% of the combined handicaps?
The WHS notes are a bit vague.

From the Northern Area EG Handicap Advisor last week.

Foursomes matchplay will use the rounded CHs of Team A combined, and Team B combined. The difference between Team A and Team B will be halved.

For the sake of correctness, they are sides not teams. See the Definition of side here.

To be correct:

Team Match Play allowance application: The application of allowances in team match play events has also been changed so that the % is applied to the difference between the players course handicaps, taken from the lowest player upwards.

Did you look at the Definition? Unfortunately the erroneous use of team instead of side in formats such as foursomes, fourballs, greensomes, Texas scrambles is widespread and even more unfortunately reinforced by the likes of Scottish Golf, I've noticed, not just your area Handicap Advisor.
