Flagstick on ground

Played in a society do today. On 17th, flag stick hadn’t been properly seated in the cup by the previous group and was at a jaunty angle. T’was a tad windy. Just as a fellow competitor was about to putt almost the length of the green, the flagstick fell. What would the situation have been if they had putted, then the stick fell, and the ball had hit the stick, and also if the ball had been diverted into the hole.
