First HCP

It does make you wonder how these handicap secretaries are calculating initial handicaps. You take the best of the 3 cards, round any nightmare holes down to a double bogie then subtract the SSS. How can you end up with a fraction?

It's not difficult we can work it out on here quite quickly, also I
Would of thought that the only human input was typing scores into PC, but then again

I'm not even sure a computer is used for initial handicaps, if it were and it was CONGU approved software, it would surely be a whole number. I would say this is a simple lack of understanding form the people involved.

Most certainly is, Just read the congu handbook this morning and its a whole number that the committee must come up with.

My assumption is they have taken an average

I was told some time ago by Handicapmaster that the terms of the CONGU licence expressly forbids handicapping software providers from providing a function on the software for calculating initial allocations.

I have just dug out the following from the Handicapmaster website in response to a customer asking if the software could calculate initial handicap allocations:

"We have not implemented any processing to input the three cards for handicap into HandicapMaster and turn this into a handicap award. This is because:

CONGU clause 16 is too vague – 3 or maybe more cards can be requested for handicap allotment depending upon each club, and the computed handicap value can be ignored by the committee anyway if they have a reason to allocate a different handicap!

And from 2012 onward as part of the revised CONGU Software licence (This is a separate document from the CONGU UHS handbook, I am sorry I cannot reveal the detailed contents for legal reasons) which all Software vendors must sign to obtain a licence, we are explicitly prevented from offering a facility to automatically calculate the initial handicap first award."
