Most certainly is, Just read the congu handbook this morning and its a whole number that the committee must come up with.I'm not even sure a computer is used for initial handicaps, if it were and it was CONGU approved software, it would surely be a whole number. I would say this is a simple lack of understanding form the people involved.

I was told some time ago by Handicapmaster that the terms of the CONGU licence expressly forbids handicapping software providers from providing a function on the software for calculating initial allocations.
