Whatever suits the player best, though some choose one method but show little benefit from doing so, others thrive on their chosen method. My rule of thumb is....if the ball on the fringe is puttable(that is a nice lie with little resistance or effect on the putt by the fringe) it gets putted. If the ball lies on a fringe that is uneven, ball sat down, uneven ground between its spot and green, it gets chipped or putted with a 3 iron for example.
Generally a player is less likely to cock up putting than chipping and I support this, though on occasions either can go wrong.
