My eldest son recently passed his driving test at the age of 24. He asked the instructor about the "Pass Plus" course so he could get cheaper insurance and was told it was a waste of time and money because insurance companies no longer give discounts to those who pass it.
Will the same apply to this new scheme?

Best speaking to those more in the know. Imurg may be more aware as he is a driving instructor and may have heard if this and the pass plus scheme.

If anything helps reduce the cost of insurance for us unfortunate parents with kids of either coming up to or at driving age, then I`m all for it. ;)

What they say about PassPlus is true. Generally the higher priced companies give a discount but the lower priced ones don't - effectively bringing the cost to a similar level.
There are a few of these "private" schemes on the go. We have one in Bucks that offers a similar deal to the one above. Our scheme gives a discount to only one insurance company - the one sponsoring it. Some of the techniques they teach I also find a bit dubious. Like teaching the kid how to go round country road bends fast. I'd prefer them to teach them how to do it safely.
However, much depends on the student. No matter how much extra training you give them, a vast majority develop the "idiot"gene and begin driving like idiots. I know because I was one of them. Most will have a crunch early in their driving careers. While its good that this extra training is available, it fails to address the fundamental problem of attitude. Change the arrogance, ignorance and impatience seen in the vast majority of drivers - not seen all the time, at the same time or in that order - and you change attitudes seen by new drivers. Until then, they can try what they like but it aint gonna work.
