Can a member from another golf club sign my medal card?

He has an active handicap but obviously will not be partaking in the medal I intend to play in. Or do the rules state that only fellow competitors can mark and sign a medal card?
 
My take on it is that your club has the deciding rule on that one, but generally they will allow a competent person to mark and sign your card.
 
My Bro inlaw who is a member of a local course near me , played with me at my course and Attested my score I had that day . All done on MyEng app .
 
We require the marker to have a handicap or be approved by the committee so it would be OK where I play.

Most markers signatures are illegible anyway so who would actually check?

thank you, you have to put the markers name as well as signature on our cards. But you are probably right that nobody would pick up on it.
