If you are going to post on a public forum then expect to be questioned.The above sounds to me like your trying to avoid paying your rates. No ones saying its illegal, just at a time when tax avoidance is ever more in the news I felt it deserved comment.
For someone who thinks their clever I think your looking kind of foolish IMO, the council have clearly stated that they want to charge him rates until the works start, so its a completely honest and credible question to ask, how much work has to be started for the council to accept that the work is underway!
Your looking at it in a total negative or corrupt way of avoiding to pay for a service (rates) when clearly the building is not in use and is destined to be demolished, its not like an offshore banking system or tax loop, the council have stated they'll waive the rates once the work starts, but how much work needs to be started for that to come into force, its quite a simple question really, well it is for me and almost everyone else!
