Bunkers GUR, Shortened Course, Supplementary Cards!

So on 18th September our long awaited bunker project starts - every bunker on the course being rebuilt. During that time holes will be on temporary greens to protect the greenstaff and when the green is complete the bunkers will be marked as GUR. As yet the impact on the course each day us an unknown and, therefore, whether or not competitions in the diary will be run as qualifiers. Some of the temps shorten the hole considerably but will be standard size holes.

We will have members who need to put cards in for handicap. Next week there is a medal on Tuesday. Would a player be able to compete in that AND submit a supplementary card in the same week? Can said Supplementary be stableford and/or 9 holes or is this at the discretion of the club?

I assume Congu Clause 13.1 would apply in terms of the change to course length:

Whilst each Affiliated Club must endeavour to maintain the length of its Measured Course for
Qualifying Competitions, Competition Play Conditions nevertheless prevail when the length of a
course has been reduced or increased in the following circumstances:
13.1 When, to allow for the use of temporary, or alternative, tees and not more than two
temporary greens:
- the length of a course has been reduced or increased by not more than 100 yards
from the length of the Measured Course, the Standard Scratch Score remains
unaltered;
- to allow work to proceed on course alterations it may be necessary to reduce or
increase the playing length of the Measured Course by between 100 and 300 yards. In
these circumstances, the club must reduce or increase as the case may be the
Standard Scratch Score of the Measured Course temporarily by one stroke and report
to the Union, or Area Authority if so delegated, such alteration and appropriate
reasons. The club must also notify the Union or Area Authority when the course has
been restored to its measured length and the official Standard Scratch Score reinstated.

It is the temporary greens that is the problem.

In order for a score to be qualifying, as it says, there must be no more than 2 temporary greens. From your posting it you have not specified the number of temp greens in use on any day.

The other question is would the overall changes need a SSS change of more than one shot? If yes could you get Local Authority agreement.

If the comps are considered as qualifying then so must the Supplementaries IMO.

9 holes cards must be over the designated 9 hole course so you could not pick and choose according to which ones are playable.

I can't see from a quick check of the Manual anything to prevent you from submitting a supplementary score in the same week as a medal score.

2. Does that mean that provided the two constraints above are still met, it doesn't matter how many temp tees there are?

3. Provided there are no more than 2 temps greens, and course length is altered by more than 100 but less than 300 yds - the club can temporarily alter SSS by + or - 1 as necessary and still hold Q comps? (And that they only need notify the Area Authority - rather than formally seek permission?)

4. More than 2 temp greens or more than 300yd alteration, then Q comps are no-no?
