Ball at rest touching ob post

Ball came to rest next to ob post but still on course, pp wasn’t sure if there was free relief I thought not but wasn’t sure and thought it would probably be a 1shot penalty with 2 club lengths .
Had a look on the RA app but couldn’t find the correct ruling.

Steven Rules is referring to the fact that objects defining out of bounds are not obstructions.

Therefore there is no free relief under Rules 15 or 16.
