Any idea what it is called?

Tried various UPVC / Trellis bracket, but nothing comes close

What are the dimensions?

The bit where the UPVC board is placed (far right) is 22cm , the bracket is placed on an A4 pad

Get some bat strap from the builders merchants and make one

It looks like something made for a shop fitter, very specialised and almost home made.
A local fabricator could make it.

No, if you google it you will see it's full of holes , if you get a lightweight guage it's fairly easy to bend and i'm sure you could make the brace line up with some holes that you could just bolt on .
Other than that i think you would need to get the services of a blacksmith

Looks like a variation on a worktop/shelf support bracket.

Have a look at wickes.co.uk there is quite a selection in their shelf bracket range.
