Active/Inactive handicaps

From next year people with Inactive handicaps will not be able to enter into Club Comps if they have an inactive handicap certificate if that is the rule of the Club, Correct?

However all they need to do is have a 'mate' sign 3 cards on 3 weeks to overcome this problem. Their handicap could therefore go up by 0.3.

Seems to me it is open to 'The Elements' or have I missed the plot here?
 
My understanding is that until the handicap becomes active again it will not be adjusted. The three cards would be required to make it active.

We've had inactive handicaps up here for a few years now. It's amazing how many people don't get them made active again !

Mind you, they cant play in anything that requires a proper handicap 'til it is active ;)
 
Agreed Smiffy, that's certainly how it is at our place. You have to play 3 qualifying rounds to make it active, as far as I know these have no effect on the handicap itself, they just make it active.
 
We allow people to play in 3 competitions to let them get an active handicap but they cannot win the competition. This allows them to get 3 cards signed properly. They also can put 3 cards in signed by a member on a walk round, their handicap is not affected as they are for qualifying purposes only. Why would anyone feel that their "mate" would do anything "untoward" when there would be no suggestion they would "cheat" in a compeition? (at least I would hope not)
 
I thought you had to put three qualifiers in (usually in competitive play) to get it reactivated. Our club aren't too keen on just putting cards in for handicap purposes (general play) unless it is to obtain a handicap in the first place. I'd have thought if you put three cards in and were shoting way under the inactive mark they'd make the change down when they reactivated it or is that not the case
 
We introduced a rule saying you had to have an active handicap to win a board comp. Simple, job done. Those with inactive handicaps can play in any club comp and indeed should be encouraged to do so (that's the whole point really). As soon as they've done 3 their handicap is active again.
