Leading on from other posts, who has the ultimate decision on whether parts or areas of the course should be marked as GUR etc
I know some discuss it between Head Greenkeeper, Rules Committee, Comps Committee etc, but again who has the final say.
 
Imo, it's the Committee in charge of the competition to make the final decision, following recommendation from the Rules Committee after the Rules Committee has consulted with the Head Greenkeeper. In other words, they should all agree on the final decision.
In my world, it's the Rules Committee that does the marking of GUR (and all other marking on the course) and the Rules chair is part of the "Committee in charge of the competition".
 
I guess normal practice will vary from club to club just as committee structures and composition wlll vary. At my own club, the day to day decisions about GUR are delegated to the course manager (Head Greenkeepr in old parlance) but he should consult with the Rules Convener if he wants to prohibit play from an area, the main reason being that I want to check out the implications for taking relief in case a DZ is needed and whether free relief could result in such an advantage to a player whose ball is in the intended GUR that it would be fairer to make it a penalty area instead. I also need to know where there might be a need for a temporary local rule or an explanatory note to members. In hierarchical terms, the Club Manager would have the final say but in practice, we just work together. Those who know about looking after the course make decisions about that and I make decisions about rules implications.
 
In the main where I play it is the Course Manager and the Club manager.

When I have seen the area marked I will advise on any rulesimplications if necessary.
