Yes you can. Usual 90% off your course handicaps and then all play off the lowest handicapper. I'm pretty sure the method is all take 90% off your course handicap and then the lowest receives 0 shots and the rest the full difference between them and him.

yes, you calculate off the lowest player as normal, including the one not present (assuming its not changed under WHS)
I believe it’s now 85% not 90%.

The lowest player may be the one missing. It’s not the opposition’s fault that he/she isn’t there.
Logic is that he could arrive after the match has started and play. This is why match can start with only one per team and why missing players handicap is used.
It also means that players 2, 3 & 4 get shots relative to each other on the same holes as they would if the low man was there.
Eg. Take a group of 4 who get 0, 1, 2 & 3 shots respectively. If all 4 are present, player 4 gets a shot over player 3 on SI 3. If you ignore the low man, then he'd get the shot on SI 2
