4BBB handicap allowance.

Now I know that the allowance for 4BBB competitions from this year is 90%, but I don't know is how mandatory this is. I played in a 4BBB open today and the played it off full handicap.
If it is mandatory why wasn't it used and if it isn't mandatory why say it should be 90% when clubs can use what they want.

Match play 90%, not sure about stroke play.

The CONGU manual states that the handicap allowances listed in Appendix F must be used by affiliated clubs.

Supplementary to the original question, should the 90% be calculated from exact or playing handicap? For example, someone on 20.5 has a playing handicap of 21. 90% of 21 is 18.9 (ie. 19 shots), whereas 90% of 20.5 is 18.45 (ie. 18 shots). The CONGU manual just says "90% of full handicap", and I can't find a definition that says whether "full handicap" means exact or playing.

Full handicap is your playing handicap.

I played at Davyhulme today in a 4BBB, handicap allowance full, there is a mixed 4BBB there next month allowance 7/8th.

It seems at the same club they got it wrong twice!

They dont have a good reputation for getting handicaps right, either.
