3/4 handicap??

its 3/4 of the difference between your handicap and another players ie he's 10, you're 4, difference is 6, 3/4 of 6 is 4.5 which is rounded up to 5.

If its a strokeplay game against the course then the course is scratch and you're 4 then 3/4 of 4 is 3! so you get strokes at holes with stroke index of 1, 2 and 3

*edit* just saw your post as I posted mine. in a 4 ball everyone strokes against the lowest handicap in the 4 ball, so the lowest guy gets no strokes and the rest get 3/4 of the difference between his handicap and yours.
 
Low player gets no shots.

Each of the other 3 get 3/4 of the difference between the low player and themselves, with 0.5 rounded up.

So in your example:

Guy off 4 has no shots.
Oppo off 16 - diff is 16-4=12, 3/4 of 12 is 9
Same for you off 16
Your partner - diff is 18-4=14, 3/4 is 10.5 so receives 11 shots.
 
Betterball pairs is 3/4 of the difference of the lowest handicap. So the guy of 4 is giving shots, therefore, you and the other guy off 16, get 3/4 of 12 which is 9 shots. Your partner gets 3/4 of 14 which is 11,
 
Ahh matchplay, you all take shots off the lowest handicap so in you example you all take 3/4 of the difference off the 4 handicapper, 9 shots for the 16's and 11 for the 18,
