My answer to the question was 8 which was incorrect.
Tee shot 1, S&D and wrong place 3 penalties and subsequent stroke, serious breach (rule 14.7b must correct the mistake). 3 stokes with the original ball.
I cannot understand why the player had to return to the tee.
What am I getting wrong...

To me it was unclear that "at rest in its own pitch mark" meant that the ball was actually "embedded"

I know I’m being predantic but I believe that the NTP maker does not meet the definition of a ball marker in total as the ball that it is marking will never be replaced.

So the only way for me to avoid a penalty before the stroke was to pick up the dropped ball and place it as stated above.

I should have read the definition of a Putting Green which states:
If a double green is used for two different holes - the entire prepared area containing both holes is treated as the putting green when playing each hole.
Another lesson I learnt is to check ALL of the relevant definitions 🤪
