WHS - Hard Cap on Handicap Rises

Sorry if this is a daft question, or has already been covered. My limited understanding of WHS was that there were caps in place at 3 and 5 shots above your lowest handicap index within a 12 month period that could not be exceeded? I ask because I had a bit of a shock this morning to find out I had gone up to 6.4 higher than my lowest point - totally get that I am not even at the 20 scores point yet, and that my low mark was heavily influenced by one outlier of a round, but the it does seem like a significant jump!

The hard and soft caps only come in when you have 20 scores in your record.
