Was it not to make your h/c more transferable? Between different courses and also different countries.

I'd argue the system is easier to understand than the previous h/c system but I'm not sure that was the key purpose.

But my point was it’s not such a good idea to have one countries union having different implementation of course allowancing as others.

Only matters if you are playing h/c comps in other countries though. Can't be that common and occurrence. If you are just playing elsewhere for fun, you can use the slope etc and manage it yourself.

If you are meaning, England, Scotland and Wales then I agree with you. They should really work together as there will be cross border participation there.
 
No, they don't. They only have those details for clubs that have entered them on the WHS platform (and even then it's only useful if they have kept that up to date). Being very generous, that's probably only about a third of clubs.

And presumably feedback from seminars is only from those that have correct contact addresses, as that is how they issue invites?

I think it would be much better to get views from clubs direct, rather than rely on counties.

The data is input by the clubs themselves and surprisingly or not many, if not most, despite reminders, do not keep them up to date.
The seminar details are sent out to subscribers of EG updates, again it tends to be the most enthusiastic or committed committee members who attend rather than quite a few who would really benefit from more education.
Counties tend to deal with almost all clubs fairly regularly, even the less ‘enthusiastic’ ones (who typically do not respond to surveys or keep info up to date) thus they can and do give balanced feedback.

EG have club contact details (again, provided by the clubs), usually the club secretary or manager, so it is up to them to disseminate information to the appropriate people within the clubs. Events are also advertised through other channels, e.g. email newsletters, their website and the counties.

To repeat, clubs do have the opportunity to provide feedback directly, but in general it is done through the hierarchy (club→county→regional→EG→Golf GB&I→WHA) so it gets filtered, otherwise it would be just a sea of white noise.

In this day and age it should be trivial to set up polls and such like to get much more accurate feedback from clubs than the hierarchy you’ve presented here.

With quite a bit of experience in dealing with ever changing membership of H&C committees at many clubs, any sort of online poll would certainly not give any sort of accurate feedback on such nuanced subjects.
