If the objective was simply to define an area that you don't want golfers trudging through with their clubs/trolleys, I suggest the 2019 rules offer an alternative that doesn't mangle the normal rules: create a code of conduct with penalty for breach and establish as a local rule.

Yes. I believe Beverley and Settle (or Giggleswick) in Yorkshire have electric or wire fences round their greens.

It is now called Settle and Giggleswick, Played there this year and there were no wires or fences around the greens and no livestock on the course.

Brora has electric fences around every green and have done for years. You get to drop if the fence interferes with your swing or if you ball hits it.

The problem is that the identified miscreants rarely play in comps and are not reported by fellow players in their social groups. One member who did comment to a miscreant in his group (who had gone round the stakes onto the green) got the response 'You must think you are talking to someone who gives a damn' !!
He has now been 'warned'. However, I must stress it is a very rare occurrence.

We use posts & ropes extensively in winter to keep trolleys away from the aprons and green. Usually these are defined as immovable obstruction which allow you to drop away to NPR rather than move a post or rope.

Pretty sure if you subsequently hit it you don't get to replay the shot.

If you’re at Dorset G&CC we discussed drops in committee about 15 years ago and decided it would be difficult to be certain or virtually certain you’re ball had hit a rope or post - especially from long distance or when unsighted - that we decided to not allow replay if shots and just stick with IO relief

Rosapenna in Donegal used to have fences round greens to keep the sheep away. 4o years ago - it’s come a long way since then!

I don't penalise anybody. We set the rules and expect people to follow them BAU.

Seriously though, if you just explain what you can (and can't) do then the vast majority of golfers just get on with it.
