I was playing a course yesterday that had red & white striped stakes down some fairways I said these were ob markers my playing partner disagreed, any ideas?

Best to read the local rules as it is a real odd one.
Was there another hole running parallel??? I'm guessing that it's a water hazard for one and OB on the other......or they got them cheap as a job lot!!??
