The scenario;

A ball comes to rest in a lateral water hazard but is sitting up saying hit me. However, to hit the ball means standing on a cart path, for which there is relief from.

Can relief be taken from the cart path? And if the nearest point of relief is outside the hazard can the drop be taken without penalty?

The answer lies in the rule relating to the cart path....

The path is an immovable obstruction so rule 24 applies, and relief starts with the words "except when the ball lies in a water hazard..."

Note 1 to the rule is even more specific

Note 1:*If a ball is in a*water hazard*(including a*lateral water hazard), the player may not take relief from interference by an immovable*obstruction

. The player must play the ball as it lies or proceed under*Rule 26-1.
