When the revisions come in, will everyone's index change on that date?

Or, will it only be scores beyond the introduction date that will use the new method?

No HI's won't change, in fact the changes will only have a very minor effect on HI going forward. It is the Course Handicap and Playing Handicaps that will change for the majority of players.
