Under the new rules, is one allowed to repair damage to the hole before putting e.g. flag stick damage, out of shape, pitch mark on edge not repaired by previous group, etc?

Damaged Hole Is Part of Damage on the Putting Green

Damage to the hole is covered by Rule 13.1c as part of damage on a putting green. The player may repair a damaged hole unless the damage is natural wear that Rule 13.1c does not allow to be repaired.
For example, if the hole is damaged in removing the flagstick, it may be repaired by the player under Rule 13.1c, even if the damage has changed the dimensions of the hole.
However, if a hole has been damaged and the player cannot repair the damage (such as the hole cannot be made round again) or where natural wear that the player may not repair results in the hole not being round, the player should request that the Committee repair it.
 
What is "natural wear"..?
It's a hole in the ground, the only wear it's going to get is from golfers moving the flag, standing on it, getting balls out of the hole or balls hitting it.
All of which means repair is allowed....
We don't get many earthquakes in Bucks...

The edge of the hole can crumble and lose its edge due to being poorly cut, environmental conditions or just being old.
 
I remember years ago think it was VJ Singh refused to putt because the hole was to small
The ref agreed and got a greenkeeper to repair it.
Don’t think this option is open to most of us.

What is the reason you can’t do this , open to abuse is my guess, you just can’t trust them golfers.
Although some new rules help the cheats , I.e. not telling marker you are picking your ball up .

Under the old rules if the hole had been damaged to such an extent that the dimensions had been altered you were allowed to repair it yourself.
